If word of mouth got you here, it worked — and it is still the best work you get. The problem is not that referrals are weak. It is that they arrive when they arrive.
What actually changed
Nothing about your work got worse. Two other things moved. The people who used to ask a neighbour now open their phone first, and the businesses that show up when they do are not necessarily the good ones — they are the ones who built a page for that search.
So the referral network keeps producing, and it keeps producing at the same rate it always did, while a growing share of the work in your town gets decided somewhere you are not present. A quiet month is not a signal that your reputation slipped. It is usually a signal that the month's work went to a search result.
Why the usual fixes disappoint
The common next step is to buy leads from a service that sells the same enquiry to several businesses. That does produce a ringing phone, and it produces one that is ringing in four other workshops at the same time — so you are quoting against people who got the identical call, and the customer is choosing on price because they have nothing else to choose on.
The other common step is paying someone to build you a website. That can work, and it is a real asset when it does. It also means paying up front for a ranking nobody can promise, and carrying the cost whether or not it ever arrives.
